Yes, as of 1 August 2020, Costa Rica requires travellers from Europe to have travel insurance before being allowed to enter the country.

Are there any other requirements to travel to Costa Rica ?
Indeed, to travel to Costa Rica you will need :
- Perform a PCR-RT test for COVID-19 within 48 hours prior to travel. Attention: the result must be in English or Spanish. If this is not possible, an official translation by a sworn translator in France or contact the Consulate of Costa Rica in Paris to request this service. This PCR-RT test is compulsory for tourists aged 12 and over.
- Filling in the digital epidemiological form (Health Pass or Pase de Salud) of the CCSS (Costa Rican Social Security Fund)

What are the precautions to take when travelling to Costa Rica with COVID-19 ?
Costa Rica has divided the country into two types of zones: those on yellow alert and those on orange alert. In the orange zone, traffic restrictions will be stricter. Movement restriction measures will evolve as the epidemic evolves. We recommend that you consult the measures in force here.
You should also be aware that at the airport you will have to respect the measures in place, in particular respect for physical distance, disinfection on carpets, taking of temperature.... Find here the protocol of the airport.
How much does travel insurance cost to travel to Costa Rica ?
